As soon as I posted this it stopped, but as soon as it starts again tonight (which sadly is extremely likely) I am calling the police. 

I actually work with a rescue group here in the state (Greyhounds, but they rescue just about anything really), and as soon as this starting happening I contacted the woman who runs it to see what the laws are here in the state. Sadly animal control can’t take it unless it is lacking a basic need, or if they basically catch the person in the act. She said that the latter is extremely difficult because they don’t really have the authority to go in private residences—so they would have to catch him outside beating the poor thing. I even talked to one of the foster parents for the local Pit Bull rescue, and he said that they can’t do a single thing unless the dog is released to them. All of this because, if it is vaccinated, it is considered property in my county. 

I talked to a friend, and we agreed that I should call my landlord in the morning to explain the whole situation, and stress how much this is hurting my delicate medical condition. Also, since he sees it fit to let it off leash when he takes it out, that next time I should go outside when he does this. I would take Webster with me, but I fear that the other dog will bite, and isn’t vaccinated.  The truth is that something needs to be done, and while I am a tad afraid to do it myself—since I live alone—it has gone way too far.
